Amends Arkansas Constitution, Amendment 98 (the Arkansas Medical Marijuana Amendment of 2016) to ban the manufacture, sale, offer for purchase, exchange, or consumption of food or drink containing usable marijuana.

Creates an exception allowing a qualifying patient, designated caregiver, or licensed healthcare provider in a hospital to incorporate usable marijuana into food or drink to aid ingestion of medical marijuana by a qualifying patient.

Adds the food and drink prohibition to the existing list of restrictions on medical marijuana use, which already prohibits use under the influence when performing tasks, use in schools and public places, and operation of vehicles.
