Amends Arkansas Code § 20-3-105(b) to expand the Treasurer of State's administrative responsibilities for the Achieving a Better Life Experience (ABLE) Program.

Requires the Treasurer to manage the program under § 20-3-104 for the committee and provide office space, staff, and materials.

Mandates the Treasurer to perform other services necessary to implement the chapter and conduct outreach and financial education activities with individuals with disabilities, stakeholders, and their support systems.

Declares an emergency effective upon the Governor's approval, allowing immediate implementation necessary for proper administration of the Treasurer's office operations.
