Changes the definition of "novice teacher" from less than one (1) school year to less than three (3) school years of classroom teaching experience.

Simplifies the definition of "artifact" from a detailed list of specific evidence types to materials that document the teacher's professional practice.

Modifies intensive support status provisions to allow (rather than require) placement of teachers with unsatisfactory ratings, and changes the superintendent's authority from "shall recommend" to "may recommend" termination or nonrenewal.

Establishes a new system of administrator leadership support and evaluations aligned to state leadership standards with multi-tiered professional support, replacing the previous requirement to weigh administrator evaluations on student performance to the same extent as teachers.

Revises formative year support to focus on ongoing district support and assessment methods rather than requiring interim teacher appraisals.
