AR HB1425

Authorizes the State Board of Education to promulgate rules for a tiered system of licensure including emergency permits, technical permits, provisional licenses, novice/first-time licenses, standard licenses, and advanced licenses with teacher leader endorsements.

Requires Arkansas teachers to demonstrate competency in subject matter content and the ability to increase student academic achievement through assessments approved by the state board in order to obtain an initial teaching license.

Expands licensure exceptions allowing unlicensed teachers in classrooms, including long-term substitute waivers and emergency teaching permits that may be granted annually for up to two consecutive school years.

Allows school districts to differentiate salary levels in minimum teacher compensation schedules based on tiered licensure levels established by the State Board of Education, provided salaries do not fall below the minimum required.

Reorganizes and clarifies terminology for alternative educator preparation programs (formerly "nontraditional licensure") and creates pathways for individuals with professional work experience in content areas to obtain teaching licenses.
