Replaces fixed notary fees ($5.00 for protests, notices, and certificates) with a system allowing notaries to charge reasonable fees disclosed and agreed upon by clients before performing notarial acts.

Makes charging unauthorized fees a misdemeanor violation with a minimum fine of $100 per offense, replacing the previous language regarding "charges, demands, or receives."

Prohibits employers from canceling surety bonds of current or former employees, even if the employer paid for the bond.

Allows notaries to refuse to perform notarial acts for any reason, including when principals lack understanding, appear coerced, cannot sign in an understood language, or cannot communicate with the notary.

Establishes procedures for signature by mark (requiring one disinterested witness) and for physically unable signers (requiring a disinterested third party, two witnesses, and specific documentation).
