Excludes members of the Arkansas National Guard and United States military from being designated caregivers under the Arkansas Medical Marijuana Amendment of 2016.

Prohibits members of the Arkansas National Guard and United States military from being classified as qualifying patients for medical marijuana use.

Prohibits possession, smoking, or use of marijuana on any property under control of the Arkansas National Guard or United States military.

Amends the definition of "designated caregiver" in § 2(6), the definition of "qualifying patient" in § 2(14), and the scope limitations in § 6(a)(2) of Arkansas Constitution Amendment 98.
