Expands private school eligibility for the Succeed Scholarship Program to include schools that are associate members of or have applied for accreditation by the Arkansas Nonpublic School Accrediting Association or other State Board of Education-recognized accrediting associations.

Requires schools applying for accreditation to obtain full accreditation within four (4) years of becoming eligible or lose their program participation eligibility.

Schools lose eligibility if the accrediting association determines they are ineligible or unable to continue the accreditation process, or if obtaining accreditation within four years becomes impossible.

Allows schools to regain eligibility if they receive accreditation after becoming ineligible under the new requirements.

Declares an emergency to allow newly eligible private schools to serve students with Succeed Scholarships beginning in the 2017-2018 school year, effective upon Governor approval on 03/02/2017.
