Allows small farm wineries (licensed operations producing at least 800 gallons annually) with wine wholesale permits to ship wine directly to Arkansas residents without requiring an in-person visit or purchase at the winery.

Limits direct shipments to one case per private resident per month, requires recipient identification proving age 21 or older, and mandates conspicuous labeling stating "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY".

Requires small farm wineries to collect and remit all applicable sales and excise taxes as if the sale occurred on winery premises, and maintain records of shipments including recipient name, address, and shipment date.

Establishes a lottery system with the Alcoholic Beverage Control Board issuing 30 initial small farm winery private-resident shipping permits within 60 days, with up to 5 additional permits available annually, with a $50 licensing fee and $50 annual renewal fee.

Declares an emergency effective upon gubernatorial approval to allow time for public notice and permit drawing operations.
