Creates new offense of "stolen valor" under Arkansas Code § 5-37-218, making it illegal to knowingly misrepresent military status with intent to obtain property, services, or benefits.

Prohibited misrepresentations include using false military identification (Department of Defense ID, DD Form 214, Veterans Affairs ID), falsely claiming active duty or veteran status, or falsely claiming military decorations, medals, or qualifications including Navy SEAL, Army Ranger, Special Forces membership, or specific combat badges.

Classifies stolen valor as Class B misdemeanor for second or subsequent violations or when falsely claiming Medal of Honor or other specified high-level military decorations, and as Class C misdemeanor for first offenses otherwise.

Requires fines collected by municipalities or counties to be distributed to the Department of Veterans Affairs for maintenance and operation of the Veteran's Home under Arkansas Code § 20-81-105.

Applies to any branch or reserve component of United States Armed Forces and the National Guard of any state.
