Adds Arkansas Code § 12-27-148 to make 15 specific sections of the Department of Community Correction's Emergency Preparedness Manual confidential and exempt from Freedom of Information Act disclosure

Designates as confidential: Command Post Checklist, Command Notifications, Internal Notifications, External Notifications, Recall Notifications, Family Notifications, Tactical Systems, Command Structure, Emergency Locations, Emergency Equipment, Emergency Deactivation, Emergency Plans, Work Stoppage Directive, Evacuation Diagrams, and Facility Maps/Utility Locations

Requires confidential sections to be released for public viewing upon conclusion of any criminal investigation if not otherwise exempt from disclosure by law

Mandates annual review of any amendments or additions to confidential manual sections by the Charitable, Penal and Correctional Institutions Subcommittee of the Legislative Council
