Adds Arkansas Code 28-65-110 establishing a comprehensive bill of rights for wards under guardianship, protecting constitutional rights except as limited by court order or law.

Guarantees wards receive copies of guardianship orders, probate court contact information, and explanations of their rights in their native language and preferred communication mode.

Entitles wards to reside in the most integrated setting, receive timely health care, maintain personal allowances, control personal environment, and participate in social, religious, recreational, employment, and educational activities of their choice.

Protects wards' rights to unimpeded private communication and visitation with chosen persons (subject to court limitation if detrimental to wellbeing), raise concerns to court about guardianship, vote, marry, and contact the Department of Human Services to report abuse without retaliation.

Requires guardians to visit wards at least once every three months and prohibits the bill of rights from superseding other existing legal remedies.
