Amends Arkansas Code § 25-8-106(a) to restructure subsection (a)(2) by renumbering and clarifying exceptions to the section's application to personal property.

Clarifies that the section does not apply to the disposition of surplus real property of the state, with "Disposition" capitalized for consistency.

Clarifies that the section does not apply to the sale of plants, animals, or commodities by public institutions of higher education when proceeds are used solely for agricultural research, extension, or teaching programs, including Arkansas 4-H Foundation and Future Farmers of America programs.

Establishes legislative intent that this act makes only technical, not substantive, changes to the Arkansas Code of 1987.

Establishes that in case of conflict with other 91st General Assembly regular session acts, those acts shall take precedence and Section 1-2-107 shall not apply.
