Appropriates $10,000,000 from the General Improvement Fund to the Department of Human Services - Director's Office for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade and repair of real property and facilities department-wide.

Allows institutions and agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Prohibits use of Maintenance and General Operations appropriations for the purposes outlined in this act.

Declares an emergency effective July 1, 2017, citing the constitutional prohibition on appropriations exceeding one year and the essential need for agency operations.
