Appropriates $535,700 from the General Improvement Fund to the Department of Arkansas Heritage for acquisition of the MRI building and land located at 906 South Broadway Street in Little Rock, Arkansas.

Appropriates $1,344,300 from cash funds deposited in the State Treasury to the Department of Arkansas Heritage for the same MRI building acquisition project.

Prohibits contracts or obligations exceeding available State Treasury funds, but permits the department to supplement appropriations with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2017 to allow immediate implementation of appropriations essential to agency operations.
