Amends Arkansas Constitution Amendment 98 (Arkansas Medical Marijuana Amendment of 2016) to authorize the Department of Health to collect fines or fees for violations of its adopted rules regarding medical marijuana administration and enforcement.

Grants the Medical Marijuana Commission and Alcoholic Beverage Control Division authority to collect fines or fees for violations of rules adopted under licensing provisions for dispensaries and cultivation facilities.

Authorizes the Alcoholic Beverage Control Division to collect fines or fees for violations of rules adopted under registration and certification provisions for cultivation facility agents and dispensary agents.
