Amends Arkansas Code § 8-4-203 to establish permit issuance timelines for liquid animal waste systems under the Arkansas Water and Air Pollution Control Act.

Requires the Arkansas Department of Environmental Quality to provide notice of its proposed action within 120 days of receiving a permit application for a new liquid animal waste system or modification of an existing permit.

Mandates the department announce its final decision in writing within 60 days after the conclusion of the public comment period for standard permit applications.

Requires the department to issue final decisions within 30 days of receiving applications for modifications deemed minor in nature.

Allows applicants to waive in writing the timeliness requirements established by this section.
