Increases population threshold for grant eligibility from 30,000 to 50,000 residents for cities and counties applying to the Arkansas Department of Environmental Quality for asbestos abatement funds.

Expands definition of "eligible structure" to include structures that contain friable asbestos materials and unexpectedly collapse, are at imminent risk of collapse, or fail in structural integrity, excluding single or multi-family dwellings.

Prohibits county grant funds from being used for stabilization and abatement activities within cities that have a population of 50,000 or greater.

Limits grant fund use to a maximum of 50% of total asbestos abatement activity costs and $2,000 for initial asbestos inspection, unless the Department determines an asbestos emergency exists that threatens human health or the environment.

Requires applicants to provide verification of eligible structure ownership, asbestos threat assessment from a licensed consultant, project design complying with state regulations, and cost estimates before receiving grant approval.
