Creates a school nursing performance evaluation rubric to be developed by the Department of Education in consultation with the Department of Health and incorporated into public school districts' standard evaluation forms.

Requires that nursing components of annual evaluations be conducted by a school nurse supervisor if one is employed by the district.

Mandates that school nurse supervisors hired or contracted on or after July 1, 2019, hold an active professional license from the Arkansas State Board of Nursing as a registered nurse, advanced practice registered nurse, or registered nurse practitioner.

Recommends that school nurse supervisors hired or contracted on or after July 1, 2019, hold a Bachelor of Science in Nursing degree, have at least 5 years' nursing experience with 2+ years as a registered nurse, have 3+ years' school nursing experience, have 1+ year's supervisory experience, and maintain current certifications in CPR, automated external defibrillator use, first aid, and screening for scoliosis, hearing, vision, and body mass index.

Amends Arkansas Code § 6-18-706(b) to incorporate the same school nurse supervisor licensing requirements and recommendations applicable to public school districts.
