AR HB1520

Creates a new Chapter 4 in Arkansas Code Title 27 establishing definitions and rules for bicycle operation, defining "bicycle" as a human-powered vehicle with 2 or more wheels used on public roads and "immediate hazard" as vehicles approaching near enough to create collision danger.

Allows bicyclists approaching a stop sign to slow down and yield to oncoming traffic instead of stopping, then proceed cautiously through the intersection if no immediate hazard exists.

Requires bicyclists at red traffic lights to make a complete stop and yield to oncoming traffic, but permits right-hand turns without stopping after slowing to reasonable speed and left-hand turns onto one-way roads after stopping.

Establishes that bicyclists have the same rights and duties as vehicle drivers unless modified by the new chapter or inapplicable by nature to bicycles.

Amends existing Arkansas Code § 27-49-111 to clarify that animal riders and drivers have vehicle driver rights and duties except those provisions that cannot apply to bicycles.
