Amends Arkansas Code § 17-90-302(c)(9) to require that criminal background checks for optometrist licensure by endorsement include the taking of fingerprints as part of the state and national background check conducted by the Federal Bureau of Investigation.

Authorizes the State Board of Optometry to license optometrists from other states through licensure by endorsement, allowing them to obtain licensure quickly without retaking examinations.

Addresses the barrier created when out-of-state optometrists must retake all examination parts if they have not completed all sections since 1997, which delays licensure and recruitment.

Declares an emergency to facilitate reciprocity with other states that offer reciprocal licensing to Arkansas optometrists and to increase access to optometric services.

Effective upon Governor's approval, expiration of veto period without action, or veto override by the last house; approved March 13, 2017.
