Amends Arkansas Code 14-56-202 to extend building permit authority to cities of the second class and incorporated towns, previously limited to cities of the first class

Grants these municipalities power to regulate building of houses and require permits issued by a designated city officer before erecting structures within city limits

Authorizes denial of building permits for houses or structures deemed unsafe, unsanitary, obnoxious, or detrimental to public welfare

Requires appointment and removal of department heads, including the building official, to be governed by § 14-42-110 regardless of city or town classification

Makes § 17-52-315 applicable to this section
