Effective July 1, 2017, courts may order wireless service providers to transfer billing responsibility and rights for wireless telephone numbers to domestic abuse petitioners who are not the account holder.

Petitioner must prove by preponderance of evidence that they and any minor children in their care are the primary users of the wireless numbers to be transferred.

Transfer order must be a separate court order listing the account holder's name and billing number, petitioner's contact information, and each telephone number to be transferred.

Petitioner assumes financial responsibility for transferred numbers including monthly service costs and costs for any mobile devices associated with the transferred numbers.

Wireless service providers are not civilly liable for complying with transfer orders or failing to process orders, and may decline transfers if operationally impossible due to account termination, network technology differences, or service availability limitations.
