Amends Arkansas Code § 16-93-303(a)(1) to clarify that first-time felony offenders placed on probation without a guilty finding may have their records sealed under specified conditions.

A fine not exceeding $3,500 or court cost assessment does not negate the benefits of record sealing or constitute a conviction for first-time offenders.

Serious felonies involving violence as defined in § 5-4-501 are ineligible for record sealing.

Persons convicted of sexual offenses requiring sex offender registration under § 12-12-901 et seq., public sexual indecency, indecent exposure, bestiality, or exposure to HIV are ineligible for record sealing.
