AR HB1545

Removes the requirement that the Arkansas Early Childhood Commission approve rules established by the Division of Child Care and Early Childhood Education for child care facility licensing and operations.

Allows the Division to independently promulgate and publish rules and regulations setting minimum standards for granting, revoking, refusing, and suspending child care facility licenses.

Requires the Division to consult with the Director of the Department of Health regarding health-related rules and regulations during the development process.

Establishes that the Commission shall review and approve proposed rules and regulations after the Division develops them, replacing the prior approval requirement.

Repeals the Commission's duty to approve all rules and regulations promulgated by the Division, while maintaining a 60-day notice requirement before amendments to rules become effective.
