Increases the age requirement for historic or special interest vehicles from 25 years to 45 years to qualify for special license plates and registration.

Capitalizes classification names for vehicle types (Antique, Horseless carriage, Classic, Muscle car era) and clarifies that "motor vehicle" applies to all classifications.

Maintains the $7.00 registration fee for historic or special interest vehicles and requires special license plates to identify vehicles as historic or antique owned by Arkansas collectors.

Exempts collectors who owned antique-licensed vehicles on or before the effective date from re-registering or obtaining new license plates for those vehicles.

Requires all collectors applying for antique license plates to own and have registered one or more motor vehicles for regular transportation.
