• Municipalities may extend water and sewer service lines beyond corporate limits without obtaining a certificate of convenience and necessity if demand is sufficient to produce revenues covering the cost of extensions.

• Municipalities may issue negotiable coupon bonds or interest-bearing certificates of indebtedness to finance service line extensions, with repayment from net revenues derived from the extended services.

• Municipal sewer systems must provide sewer service to nonresident property owners of new developments within municipal territorial jurisdiction if the system has capacity and the property owner requests service, secures easements, bears infrastructure costs, deeds infrastructure to the municipality, and signs a pre-annexation agreement.

• Municipalities retain the power to fix rate schedules for extended services and possess the right of eminent domain for carrying out sewer service provisions.

• The section does not require municipalities to extend water or sewer service to adjacent or nearby areas except as provided for new developments meeting specified conditions.
