Prohibits establishment of new public safety answering points in Arkansas until July 1, 2020, with exceptions for consolidations with existing points or replacements of existing points.

Identifies current existence of more than 120 public safety answering points in the state, many in close proximity to each other.

Declares that duplicated services and errors in 911 service result from the excessive number of nearby public safety answering points.

States the measure is necessary to save taxpayer money and create more efficient government services.

Becomes effective immediately on July 1, 2017, under emergency clause declared by the General Assembly.
