Requires fetal remains from abortion to be disposed of in accordance with the Arkansas Final Disposition Rights Act of 2009, § 20-17-102 rather than within 48 hours of removal with written consent.

Prohibits biomedical or behavioral research on a dead fetus from abortion or fetal tissue without the mother's permission, except research exclusively benefiting a fetus born alive.

Prohibits buying, selling, giving, exchanging, or bartering any dead fetus from abortion or fetal organs, members, or tissue.

Prohibits possession of a dead fetus from abortion or fetal organs, members, or tissue, with exceptions for physicians performing abortions, pathologists, educational institutions, medical researchers, and those performing standard autopsies.

Establishes violation of these provisions as a Class A misdemeanor.
