Adds a new misdemeanor offense under Arkansas Code § 7-1-103(a) for delegates or alternate delegates who violate the oath requirements under § 7-9-703

Establishes definitions for Article V Convention procedures including "delegate," "alternate delegate," "Article V application," "legislative instructions," and "unauthorized amendment"

Requires the President Pro Tempore of the Senate and Speaker of the House to certify delegates and alternate delegates by written proclamation and provide copies to the Secretary of State and Article V Convention

Mandates that delegates and alternate delegates take an oath to uphold state and federal constitutions and laws, and prohibits voting on "unauthorized amendments" that fall outside the scope defined by the Article V application or legislative instructions

Provides that any delegate voting or attempting to vote on an unauthorized amendment becomes ineligible to serve, has their certification revoked, and is immediately replaced by an alternate delegate, with such votes declared null and void
