Amends Arkansas Code § 14-14-112 to allow county officials to negotiate reasonable fees with commercial, nonpress entities for bulk copying, duplication, or electronic access of public records.

Preserves existing rights to public records under current law and § 25-19-109, ensuring negotiated agreements do not exclude other access rights.

Defines "existing agreement" as any contract, custom, practice, or dealings that were in use as of January 1, 2011.

Adds a new exemption (24) to Arkansas Code § 25-19-105(b) for records that can be acquired by commercial, nonpress entities through the bulk copying provision under § 14-14-112.
