Amends Arkansas Code § 14-362-109(19)(B) and (C) to modify regional airport authority powers regarding tolls and fees for vehicle access and departure from airports.

Applies toll and fee restrictions specifically to airports located in counties with populations of at least 360,000 and cities with populations of at least 175,000 according to the most recent federal decennial census.

Caps tolls or fees levied by private off-facility parking services at the local sales tax rate of the municipality where the airport is located.

Grants private off-facility parking services full access to drop off and pick up airport passengers with the same queuing access as commercial shuttles, limousines, taxi cabs, airport-owned vans or buses, and valet services.

Exempts tolls and fees set by the authority from supervision or regulation by any other state commission, board, bureau, or agency for qualifying airports.
