Mandates biennial administration of employee engagement surveys that measure leadership, continuous improvement strategies, and employee feedback

Surveys must evaluate 12 specific constructs including workgroup dynamics, supervision, workplace conditions, communication, pay, benefits, employee development, job satisfaction, and overall engagement

Requires state agencies to promulgate rules for implementation and provide survey results to members of the General Assembly upon request

Sets a one-year deadline from the effective date for all state agencies to contract for or develop their employee engagement survey
