AR HB1589

Adds school district board members to the definition of "public official" under Arkansas Code § 21-8-301(4), making them subject to ethics laws previously applicable only to elected officials of governmental bodies.

Expands the definition of "legislator" in Arkansas Code § 21-8-402(9) to include members of school district boards of directors, placing them on equal footing with General Assembly members, county quorum court members, and municipal officials.

Prohibits school district board members from appearing for compensation before their own school district board under Arkansas Code § 21-8-802, similar to restrictions on other legislators appearing before their respective governmental entities.

Requires school district board members making public record appearances to file written statements within 24 hours with the school district identifying their client and describing the action sought, or provide telephonic notice if unable to file in advance.
