Raises the public improvement contract threshold from $20,000 to $35,000 for when competitive bidding and formal award procedures are required by state, county, municipal, school district, and local taxing units

Modifies bid bond requirements for state and agency contracts, eliminating the requirement for projects under $35,000 (previously $20,000)

Changes language regarding construction work from multiple contractors, allowing work to be split among separate contracts without triggering bidding requirements if the total stays under $35,000

Updates notice publication requirements for historic site renovation contracts to apply when estimated costs equal or exceed $35,000 (previously $20,000)
