Reappropriates $2,000,000 in balances from Act 103 of 2016 for the Arkansas Commission on Law Enforcement Standards and Training, effective July 1, 2017, for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities department-wide.

Reappropriates $25,000 in balances from Act 103 of 2016 for purchase of physical fitness equipment, effective July 1, 2017.

Prohibits contracts or obligations in excess of actually available State Treasury funds, but permits the commission to accept grants, donations, Federal funds, and use unobligated cash income to supplement State funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2017, as required by Arkansas Constitution's one-year appropriation limitation, with bill approved March 7, 2017.
