Reappropriates $1,472,912 in remaining balances from Act 107 of 2016 to the Arkansas Natural Resources Commission for the Illinois River Conservation Reserve Improvement Program, effective July 1, 2017.

Authorizes the Commission to supplement State Treasury funds with federal grants, donations, and unobligated cash income to finance project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursing appropriated funds.

Specifies that Maintenance and General Operations appropriations cannot be used for purposes authorized by this act.

Declares an emergency clause making the act effective July 1, 2017, as required by Arkansas Constitution's one-year appropriation limitation.
