Reappropriates $24,581 from Act 102 of 2016 to the Department of Community Correction for maintenance, renovation, equipping, construction, and repair of real property and facilities, effective July 1, 2017.

Reappropriates $10,000,000 from Act 102 of 2016 to the Department of Community Correction for the same purposes, effective July 1, 2017.

Prohibits awarding contracts or incurring obligations beyond available State Treasury funds, but permits the department to accept grants, donations, federal funds, and use unobligated cash income to supplement appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursing funds.

Declares an emergency effective date of July 1, 2017, necessary for proper operation of the agency and provision of essential governmental programs.
