Appropriates $275,000 to the State Board of Pharmacy for pharmacy student loans and scholarships for fiscal year 2017-2018.

Funds are to be distributed as grants to colleges of pharmacy in Arkansas and paid from cash funds in the State Treasury as determined by the Chief Fiscal Officer.

Requires all disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency clause making the act effective July 1, 2017, as required by the Arkansas Constitution which prohibits appropriations for more than one year.
