Reappropriates $824,000 to the Arkansas House of Representatives from the Arkansas Natural and Cultural Resources Grant and Trust Fund, effective July 1, 2017, for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects.

Prohibits contracts or obligations exceeding State Treasury funds actually available, but allows agencies to accept grants, donations, and Federal funds to supplement state appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws when disbursing funds.

Directs that disbursed funds must comply with stated reasons for the appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative council or budget committee records.

Declares an emergency effective July 1, 2017, citing constitutional restrictions on appropriations and the need for immediate funding to maintain essential governmental programs.
