English learner students enrolled in U.S. schools for less than 12 months shall have their assessment scores excluded from both growth and achievement accountability ratings for public schools and school districts.

English learner students enrolled in U.S. schools for at least 12 months but not more than 24 months shall have their assessment scores counted for growth purposes only, not for achievement purposes in accountability ratings.

Applies to scores on statewide student assessments used for public school and public school district accountability purposes.
