Allows local governments to voluntarily publish certain public records on the internet under Arkansas Code § 25-19-105 and be deemed compliant with Freedom of Information Act requirements for those records, similar to current requirements for state agencies.

Requires that any local government opting into this provision must do so through an ordinance or resolution enacted by its governing body.

Applies only to public record requests received after the effective date of the act.

Declares an emergency effective immediately upon Governor's approval, finding that government entities are overwhelmed by voluminous public records requests that come at significant taxpayer expense.

States the law is not intended to allow entities to act in bad faith to avoid transparency or to place unreasonable burdens on local governments.
