Expands wage payment requirements to apply to all employers in Arkansas, not just railroad companies, requiring payment of earned wages on the next scheduled pay day after discharge or refusal to employ.

Establishes a 60-day penalty period during which unpaid wages continue to accrue at the same rate if not paid by the next pay day, unless a legal action is commenced within that time.

Requires employers to pay all wages they concede are due in wage disputes without condition, even if the total amount is contested, unless the employee possesses employer property.

Prohibits employers from requiring employees to sign releases as a condition of receiving wages owed, declaring such releases void.

Clarifies that employees accepting partial payment of disputed wages does not waive their right to pursue claims for the remaining balance.
