Amends Arkansas Code § 8-7-816(a)(1) to require new underground storage tanks and piping installed after July 1, 2007, to have secondary containment and leak monitoring if located within 1,000 feet of an existing community water system or potable drinking water well.

Amends Arkansas Code § 8-7-816(b)(1) to require existing underground storage tanks and piping that are replaced after July 1, 2007, to have secondary containment and leak monitoring if located within 1,000 feet of an existing community water system or potable drinking water well.

Repeals Arkansas Code § 8-7-816(b)(3), which previously defined "replace" for piping purposes as removing and reinstalling more than 5 feet of piping associated with a single underground storage tank.

Amends Arkansas Code § 8-7-816(c)(1) to require new or replacement motor fuel dispenser systems installed after July 1, 2007, to include under-dispenser spill containment if located within 1,000 feet of an existing community water system or potable drinking water well.
