Adds section 14-235-226 to Arkansas Code establishing procurement procedures for municipal sewage systems, including definitions and authorization for alternative project delivery methods.

Defines "design-build" as a two-step procurement process where a municipal sewage system acquires both design and construction services from a single entity based on qualifications first, then best value (lowest capital cost, lowest life-cycle cost, or combination thereof).

Authorizes municipal sewage systems to use design-build construction for projects exceeding $2,000,000 if they employ or contract with a licensed professional engineer for project-scope development and construction oversight.

Authorizes municipal sewage systems to use general contractor construction management as a project delivery method for projects of any amount, with the general contractor providing preconstruction services and then serving as the general contractor with a maximum guaranteed price.

Requires design-builders to contract directly with subcontractors and be responsible for project bonding, and mandates all projects using these methods comply with state and federal law.
