Creates the "Healthcare Marketers and Chiropractic Procurers Solicitation Act" under Arkansas Code Title 4, Chapter 88, Subchapter 11 to regulate solicitation of accident victims by healthcare marketers and chiropractic procurers.

Prohibits healthcare providers and marketers from soliciting individuals involved in motor vehicle accidents during the first 30 days following the accident.

Requires healthcare marketers and chiropractic procurers to disclose their legal name, how they obtained contact information, that they are not affiliated with insurance companies, their sponsoring provider's name and area of practice, and that treatment may result in bills and medical liens.

Mandates chiropractic procurers register with the Arkansas State Board of Chiropractic Examiners and prohibits them from using false identities, approaching potential patients at home or work, offering gifts, discussing insurance claims, or contacting from unregistered phone numbers.

Makes violations deceptive and unconscionable trade practices subject to penalties under existing consumer protection law; voids any charges, requires refund of payments, and prohibits collection against individuals solicited in violation of the act.
