Amends Arkansas Code § 27-14-405 through 27-14-407 to replace obsolete references to "Commissioner of Motor Vehicles" with "Director of the Department of Finance and Administration"

Renumbers certain powers of motor vehicle officers, consolidating numbered subsections while maintaining existing enforcement authorities such as making arrests, inspecting vehicles, and serving warrants

Updates references in § 27-14-406 and § 27-14-407 to use "the office" instead of "it" when referring to the Office of Motor Vehicle

Amends Arkansas Code § 27-115-109 to change language in subsection (b) from "shall have the authority to" to "may use" for Arkansas Department of Aeronautics equipment utilization

Repeals subsections (c) and (d) of § 27-115-109 concerning agreements with the Board of Corrections and county/municipal prisoner usage for construction work
