Requires entities to make a written good faith offer to buy private property before initiating a condemnation proceeding under Arkansas Code § 18-15-103(b)(6).

Entitles property owners to recover costs, expenses, and reasonable attorney's fees in condemnation proceedings if the compensation ultimately awarded exceeds the condemning entity's written good faith offer.

Changes the trigger for attorney's fees awards from the initial assessment of just compensation to the condemning entity's written good faith offer required before condemnation proceedings.

Includes expert fees and appraisal costs in recoverable attorney's fees when the final award exceeds the written good faith offer by 20% or more.
