Establishes legislative findings that traffic stops are potentially dangerous and that drivers and passengers lack safety training compared to law enforcement officers

Amends Arkansas Code § 27-16-706 to require traffic stop safety guidelines for drivers and passengers developed by the Department of Arkansas State Police to be included in the driver's license written test content

Creates new Arkansas Code § 27-18-111 requiring the driver's instruction manual and driver's license examination to include information on traffic stop safety guidelines developed by the department

Authorizes the Department of Arkansas State Police to determine the most effective means to disseminate traffic stop safety information, including posting on the department's website

Allows implementation to occur when the department next revises the driver's instruction manual and written test, rather than requiring immediate inclusion
