AR HB1673

Establishes a moratorium preventing authorization of new open-enrollment public charter school charters when the charter school's location district or primary student-drawing district is under state control by the State Board of Education or Commissioner of Education.

Prohibits amendments to existing charters that would expand enrollment of open-enrollment public charter schools when the location district or primary student-drawing district is under state control.

Removes the preference for locating open-enrollment public charter schools in districts classified as in academic distress, school improvement status, or fiscal distress (unless resulting from administrative fiscal mismanagement).

Retains the preference for charter approval in districts where the percentage of students qualifying for free or reduced-price lunches exceeds the state average.
