Amends Arkansas Code § 22-3-216 to establish a Law Enforcement Officers' Memorial on State Capitol grounds honoring officers who died in the performance of their duties.

Creates the Law Enforcement Officers' Memorial Design Committee composed of representatives from the Department of Arkansas State Police, Arkansas Sheriffs' Association, Arkansas Fraternal Order of Police, Arkansas Municipal Police Association, and a State Capitol Police member designated by the Secretary of State.

Authorizes the committee to accept gifts, grants, and donations from individuals and organizations exclusively to finance memorial construction, with funds deposited into the Law Enforcement Officers' Memorial Fund.

Prohibits expenditure of general revenue funds from the State Treasury for the memorial.

Repeals Arkansas Code § 19-5-989, consolidating the Law Enforcement Officers' Memorial Fund provisions into § 22-3-216.
